As per the NMC Act, 2019, the National Medical Commission (NMC) is an apex regulator responsible for medical education in modern scientific medicine in all its branches at the Undergraduate and Postgraduate levels. However, it does not include veterinary, dental, nursing, or allied health education.

In addition to the above, the NMC is also developing a portal through which the Competent Authority in a foreign country can apply to the NMC for recognition of its MBBS-equivalent course. The course will be recognized as per the laid-down procedure.
The NMC is mandated to grant recognition of medical qualifications (both UG and PG) and does not process individual applications for equivalence of a person's foreign medical qualification with an Indian medical qualification.
With regard to the registration of foreign UG and PG medical qualifications, the following may be noted by medical professionals:
(i) Foreign UG Medical Qualifications – Registration of foreign UG medical qualifications is governed by the FMGL Regulations, 2021, the Screening Test Regulations, 2002, and the Eligibility Requirement for taking admission in an undergraduate medical course in a Foreign Medical Institution Regulations, 2002, as applicable.
Accordingly, Indian/OCI candidates are required to qualify the FMG Examination conducted by the National Board of Examinations in Medical Sciences (NBEMS) after acquiring the foreign UG medical qualification. After qualifying the FMG Examination, the candidate must approach the concerned State Medical Council (SMC) for grant of provisional registration and completion of CRMI, as applicable, and thereafter may apply to the SMC for grant of permanent registration.
(ii) Foreign PG Medical Qualifications – Indian/OCI medical professionals holding recognized foreign PG medical qualifications may apply to the concerned State Medical Council(s) or the NMC for registration.
